If you're looking for more unique, top-notch actions, you must check out Panos Efstathiadis' site! There are many excellent and amazing photo effects and text effects here, both free and paid. Everything that Panos creates is worth downloading -- you won't be disappointed.
2. WebTekNique.net
Although all the content on this site is several years old, there truly is only one Rick Kelly. These actions helped inspire me to begin studying, and then writing actions. By using advanced methods of creating bevels, embosses, shadows, etc., his work inspires and retains a stand-out look that separates it from today's "just apply a layer style" mentality. A must-visit for any action lover!
3. PSDTuts.com
Unique, well-presented, and informative tutorials combined with a pleasing site design make this one of the premier sites to visit for Photoshop knowledge. There are lots of nice techniques demonstrated on this site that will get your creative juices flowing!
4. Adobe Exchange
Once upon a time, this site was the apex of the Photoshop resource world. Begun by an individual to allow users to share actions with one another, Adobe took over the site in the early 2000s. More recently, the now-merged "Macrodobe" decided to "improve" the exchange, and the site has been in a downward spiral ever since. However, the site still retains most of its original submissions and contains absolute gems that you cannot find elsewhere.
5. BittBox.com
A very useful blog which contains Photoshop and Illustrator tips and techniques, free resources, and other interesting hodge-podge. A nice site to check in on a few times a week.
6. PSBrushes.net
A very nice site with tons of categorized brushes that rivals the popular "Brusheezy" site (see #7). Since the general consensus is that one can never have enough brushes, it would be a good idea to head on over there and spend the better part of an afternoon adding to your already large (I'm sure) collection.

"Stupid name. Cool Brushes." Uh... yeah. A very nice resource for finding a variety of well-done Photoshop brushes. The ability to sort by type and popularity really makes finding the right brushes a lot easier.
8. Mayang Textures
This site is all about high-resolution textures (note: textures, not patterns!). There are an abundance of images categorized into groups which assists you in finding the right stuff. Very useful as a starting point for creating a lot of different types of graphics and effects. You are limited to 20 texture downloads a day (or you may purchase them all on DVD for a few clams). At that rate you should have them all by the time O.J. finds the "real killers".
9. MorgueFile.com
If you're looking for truly free, Royalty-free images, then this is the site for you. This large database of user-submitted images grows every day, and the site employs a wonderfully-smart search engine that will help you find the type of photo you need for your next project. While you're at it, why not submit a few of your own pics?
